Editorial : Bureaucratic laxity Publishing Date: 2017/9/14

【明報專訊】ANOTHER SKELETON in the Lands Department's (the Department's) closet has been brought to light. The Office of the Ombudsman (the Office) has discovered that a New Territories exempted house was expanded in violation of applicable regulations and government land there was illegally occupied. Though the Department became aware of the case twenty-odd years ago, it sat on it until three years ago. Only then did it initiate law-enforcement action with respect to it. The laxity of the bureaucrats in charge of the matter is unacceptable. The problem of private landowners illegally occupying government land has all along provoked much criticism. We are afraid the case is only the tip of the iceberg. Early this year the Department adopted new measures to crack down on illegal occupation of government land. However, it remains to be seen how effective they will prove. The Department must hasten to tackle the backlog of cases of illegal occupation of government land and draw up sensible timetables. It must no longer procrastinate.
